State Representative Robert Flournoy, Jr. (D-Hampton) was recently chosen by Speaker Jon Burns to participate in the 2025 Georgia Legislative Leadership Institute (GLLI), which took place from July 31 to August 3, 2025.

“Many thanks to Speaker Burns for nominating me to participate in this prestigious program designed to help expand on my leadership skills as a freshman legislator,” said Rep. Flournoy. “As state legislators, it is crucial that we continue learning and advancing our knowledge of policy and issues that affect our constituents and communities. The skills that I gained will allow me to better and more effectively represent the people of the 74th House District and those who reside in Clayton and Henry counties. I look forward to returning to the Gold Done come January and bringing those lessons with me in order to better serve Georgians.”

The GLLI, hosted by the Carl Vinson Institute of Government at the University of Georgia, brings together selected freshman legislators nominated by both Speaker Burns and Lieutenant Governor Burt Jones. Participants take part in peer learning opportunities, interactive sessions, and breakout discussions during the program.

Rep. Flournoy worked alongside faculty members, legislative leaders, and fellow participants throughout the event. The curriculum aims to help legislators develop personal, ethical, and political leadership skills so they can better fulfill their roles. Topics discussed included leadership styles, motivations for public service, ethical use of power, creating collective action among lawmakers, analyzing policy issues, understanding citizen organization efforts, and reflecting on their role in upholding democracy.

Since its start in 2005, GLLI has trained over 200 Georgia legislators in key leadership skills focused on collaborative governance. The three-and-a-half-day program is structured for new legislators looking to become more effective leaders within the Georgia General Assembly.

Jon Burns has served as a Republican representative for Georgia’s 159th House District since his election in 2005 (https://www.house.ga.gov/representatives/en-US/member.aspx?Member=93&Session=27), succeeding Ray Holland.
