Rep. Earl L. “Buddy” Carter (R-GA) has voiced his support for President Trump’s new Executive Order, titled “Ensuring American Pharmaceutical Supply Chain Resilience by Filling the Strategic Active Pharmaceutical Ingredients Reserve.” The order focuses on advancing priorities identified by the American-Made Medicines Caucus.
“This is a win for public health and national defense. With this EO, we are reducing America’s reliance on foreign, sometimes adversarial, nations, and ensuring access to affordable, American-made drugs. As a long-time advocate of pharmaceutical independence, I applaud President Trump for getting this done on behalf of patients nationwide,” said Rep. Carter.
As chair of the American-Made Medicines Caucus, Carter outlined several elements included in the executive order. The order directs the Office of the Assistant Secretary for Preparedness and Response (ASPR) within the Department of Health and Human Services to develop a list of about 26 critical drugs essential to national health and security and prepare the Strategic Active Pharmaceutical Ingredients Reserve (SAPIR) repository to receive these key components.
The ASPR is also tasked with securing a six-month supply of these active pharmaceutical ingredients (APIs), prioritizing domestically manufactured sources when possible, and storing them in SAPIR. Additionally, ASPR will update its 2022 list of 86 essential medicines and propose steps to secure a six-month API supply for those as well.
The executive order calls for further development of plans to open a second SAPIR repository as part of efforts to strengthen resilience in the nation’s pharmaceutical supply chain.

In 2024, he won against Patti Hewitt with 62% of the vote; in 2022, he defeated Wade Herring with just over 59%; in 2020 he prevailed over Joyce Griggs with about 58%; in 2018 he won against Lisa Ring with nearly 58%, and in 2014 he secured victory against Brian Reese with almost 61%.
