Savannah announces appointment of three new directors

Following a robust search effort, the City of Savannah has hired three new directors to assume roles in three separate departments.

Kelvin Bryant has been appointed as the Director of Police Administration for the Savannah Police Department. Erica Kowalski has been named the Director of Finance, and Jason Younis will serve as the Refuse Disposal Director.

"Great public service starts with great public servants and that’s why we are investing in hiring, training, and promoting the best public servants into City leadership positions," said City Manager Joseph A. Melder. "I am excited to share these new director announcements. Each director brings tremendous skill and experience to their respective roles, and they also come equipped with an outcome-driven, public service mindset that will serve our residents well."

Kowalski began her role in February 2024. She started her accounting career over six years ago in private industry before joining the city in 2020 as an accounting technician for the police department. She was promoted to accountant in June 2021 within the financial services department. Kowalski holds a bachelor’s degree in accounting and is a certified CPA.

Bryant commenced his duties with the Savannah Police Department in January 2024. He joined the City of Savannah in 2022 as an assistant to the City Manager. His background includes serving as deputy sheriff for Early County, a police officer for Georgia Tech, and an investigator for the Office of the District Attorney, Atlanta Judicial Circuit. Since 2016, he has served as a sergeant for Chatham County's Office of the District Attorney.

Younis brings twelve years of experience to his new role at the Sanitation Department. Most recently, he worked as a general superintendent for Reeves Construction Company overseeing bridge construction work for GDOT. His prior experience includes working several years at Waste Management Inc., where he held positions such as Operations Manager and Heavy Equipment Operator.
