Savannah breaks ground on major affordable housing project at former fairgrounds

The City of Savannah, in collaboration with P3 Joint Venture Group (P3 JVG), is set to hold a groundbreaking ceremony for The Legacy Savannah on October 25 at 2 p.m. This development will take place on the former Coastal Empire Fairgrounds property and aims to provide affordable housing, recreational facilities, and local economic opportunities.

P3 JVG will initiate the first phase of this multi-phase project, which includes up to 400 new income-based housing units. These units will vary from single-family homes and townhomes to affordable senior living spaces and apartments. The development will also include public recreation areas and economic development spaces targeting the local film industry.

“The groundbreaking ceremony for ‘The Legacy,’ which will begin the redevelopment of the old Coastal Empire Fairgrounds, is a momentous historic and herstoric event,” stated Mayor Pro Tem Dr. Estella Edwards Shabazz. “I am so pleased that we have reached this point after many years of hard work, and I look forward to what the redevelopment of this site will mean for the vitality and quality of life in surrounding neighborhoods and the City of Savannah.”

The city has finalized the purchase and sale agreement for phase one of the former fairgrounds parcel following a new zoning ordinance adopted by City Council on October 11. In this initial phase, P3 JVG plans to develop a 6.15-acre parcel with 30 new single-family homes and 20 townhomes. These homes are designated for households earning no more than 80% of the area median income, with rental units adhering to strict affordability guidelines. Four additional phases are planned over the next four years.

“We have been working towards this moment for a long time,” said Mayor Van R. Johnson II. “I am excited to break ground on one of the most important housing developments this city has ever undertaken.”

The second phase will feature 64 high-quality affordable senior apartments, supported by a 9% Low-Income Housing Tax Credit from the Georgia Department of Community Affairs received in September.

City Manager Joseph A. Melder expressed his pride in City Council's leadership: “This is truly a community development plan drawn from the vision of surrounding neighbors.”
